Abstract

Health in Enclosed Contexts Program This program was created with the responsibility of planning and implementing policies aimed at improving the health of people deprived of their liberty, taking into account the complexity of addressing health comprehensively in confinement conditions with their specific characteristics and challenges. Therefore, it is essential to coordinate actions to implement management lines, interdisciplinary approaches, short-term health training, the formation of health promoters, and the execution of public policies within the Penitentiary Service.

  • General Objective: To improve the quality of access to health for people in enclosed contexts by strengthening penitentiary health systems.
  • Specific Objectives: a) Develop strategies for promoting, preventing, and adhering to comprehensive health care for people in enclosed contexts; b) Strengthen the creation of health care networks between inside and outside the prison; c) Implement Primary Health Care strategies.

In this framework, in 2021, the project for Training Health Promoters for people deprived of liberty was initiated. The health promoters will develop skills to identify health issues in the context of confinement, convey information, build care strategies, promote health, and prevent diseases, as well as manage the necessary resources for each situation and coordinate with penitentiary health personnel, improving access to health for everyone.

This training will provide the participants with knowledge useful for their reintegration into society, both in terms of employment and personal and community life.

Among other topics addressed, and focusing on Chronic Non-Communicable Diseases, Diabetes emerges as a major issue and an opportunity for education and self-management.  On this occasion, the San Juan Diabetes Program has promoted: a) Coordination for the clinical and nutritional management of diabetes patients with the Provincial Penitentiary Service; b) Nominalization of diabetes patients and continuous updating of the beneficiary registry; c) Implementation of the Telehealth program for synchronous and asynchronous consultations; d) Coordination and management of appointments for consultations at higher levels of care; e) Restructuring of the dispensing and distribution of diabetes supplies and medications, f) Education and training of health promoters in diabetes care Recipients: People with diabetes Nursing staff Pharmacy staff Clinical laboratory staff Security personnel Conclusion: Acquiring knowledge translates into a significant advantage for learning, reasoning, creating solutions, and solving problems, as well as a greater capacity to transfer knowledge and skills to other areas and people. In this particular case, it means better prevention of hypoglycemia, rational use of resources, improved food choices, identification of risk factors, and acquisition of healthy habits for people with diabetes who are deprived of their liberty and their caregivers.
